Commission Opening of Parliament
The Fifty-third Parliament opened at 11 a.m. on Wednesday, 25 November 2020 in the City of Wellington pursuant to a Proclamation, dated 6 November 2020, issued by Her Excellency the Governor-General.
Sandra McKie, Acting Usher of the Black Rod, announced the presence of Her Majesty’s Commissioners. The Bar was raised and the Commissioners took their places at the head of the Table.

Her Excellency the Governor-General not thinking fit to be present here in person, has caused Letters Patent to be passed under the Seal of New Zealand appointing me and my fellow Commissioners to open this Parliament of New Zealand. This is more fully set out in the Letters Patent which I ask that the Clerk of the House now read.

Now, therefore, pursuant to section 18 of the Constitution Act 1986, I, The Right Honourable Dame Patsy Reddy, Governor-General of New Zealand, summon the Parliament of New Zealand to meet in the parliamentary precincts in the City of Wellington, at 11.00 a.m. on 25 November 2020.

SPEAKER-ELECT: Tēnā koutou katoa, members. Members will see that, as with last time, I wasn’t prepared to start my term as Speaker with a breach of privilege by pretending reluctance.
Members, it is an honour and a privilege to have been elected Speaker again. I want to thank those who were in the last Parliament for the courtesy that they showed to me, and your tolerance as I learnt my role. I want to especially thank those who were involved in the extraordinary work of the Standing Orders Committee, the results of which will mean much more to this Parliament than most members here realise. I think this Parliament will have the opportunity to hold the Government to account in a way that has not been seen since our party system developed.
My role includes protecting the rights and encouraging the participation of the 92 members of Parliament who are not part of the Government—I will do my best to do that well. Our first Speaker, Sir Charles Clifford, set the standard. He was said to have combined ability and firmness, impartiality with dignity and good temper. Now, some might say for me that’s slightly aspirational, but it’s something to work towards and I will do that for as long as the House has confidence in me.
My interpretation of the Standing Orders will not always be the same as all members’. I hope that we have some good discussions in here on it, and my door will always be open for members to come and seek my reasoning or to dispute my interpretation in a way that is less public.
As your Speaker-Elect, I will comply with the request of the Governor-General and attend on her this afternoon to seek her confirmation and at that time claim on all of our behalf the rights and privileges of this House. Thank you.
Rt Hon JACINDA ARDERN (Prime Minister): Mr Speaker-Elect—or, as one of my front-bench colleagues muttered, “You again.”—may I be the first to congratulate you. May I also be amongst the first to acknowledge that there is a big difference between being elected as a first-time Speaker full of hope, full of promise, as Parliament’s person and being re-elected with the reality amongst those of us who have been in this House that when you’re everyone’s person, sometimes it can feel like you’re no one’s person. But that is as it should be. And that, Mr Speaker-Elect, does a disservice to what you have achieved in your last term as Speaker.
You have brought about significant change. In some ways it has been in small acts. I will for ever remember when we reopened a session of Parliament after the 15th of March and you chose to begin it with a prayer delivered by a member of the Muslim community. Never underestimate the power and effect of that one simple act for every New Zealander, or of the work that you have done on behalf of families in this place. It has not just been a matter of making this Chamber open to those who are parents in this place to be able to have their newborns nearby; it’s been the policy changes that you’ve made, and in this increasingly diverse Parliament, reflective of age across the House where we will often have parents here, I want to thank you for the work that you’ve done in that area too.
Alongside presiding officers, you worked on the Francis review, which has been an important act in creating a workplace here that models the standard of workplace that we would expect within Aotearoa New Zealand generally. And I know, Mr Speaker-Elect, that we share a view that it’s not just what you do but how you do it that matters. And, at the end of last term, as you’ve rightly pointed out, the work that was done on the Standing Orders changes will make a significant difference. Whether it’s ministerial statements, the way we conduct the committee stage of bills, each has been designed to be a check and balance of this system, and those are checks and balances that we in the Labour Government support and we acknowledge the work you did on those.
Mr Speaker-Elect, you have a true commitment to this place, to the people within it, and ultimately a love of the people that it serves. What more could we ask for in a Speaker. We wish you well.
Hon JUDITH COLLINS (Leader of the Opposition): Mr Speaker-Elect, I would like to echo many of the words of the Prime Minister, who has resumed her seat, but I will add a few more. The National Party supports you in your role as Speaker of the House, and we welcome the words that you have given today regarding holding the executive to account, because we believe and know that that is actually very important for your role.
You have been a member of Parliament for 33 years, starting off in 1984, with three years out from 1990 to 1993, and you have been a member of Parliament since that time. Those three years out of Parliament will, I think, have made it very clear to you what an utter privilege it is to be a member of Parliament. And seeing our fellow members of Parliament sworn in today, it has, yet again, reminded me what an important process this is and what an important and privileged place this is, that should never be taken lightly. And that is why I know that you will be someone who takes the protocols of Parliament very seriously, and who respects the right of robust, rowdy, but yet respectful, debate. I know the National Party stands for that form of debate in Parliament.
You have been a Minister in 17 portfolios—if I counted the ones on my list, it included the Education Review Office twice, but I believe that that was an educational oversight, so I’ve now made it 17, not the 18 I was given. This gives you a very good understanding of the roles of Ministers, the ability of Ministers to answer questions, and the duty of Ministers to answer those questions. So you can expect that the National Party in Opposition will be asking questions, and we do expect replies within the Standing Orders.
There are times, Mr Speaker, when, over the years, you and I may have had the odd clash, but I like to think that we have a mutual respect for each other’s work ethic and responsibility and sense of what a privilege it is to be here as a member of Parliament. Just occasionally, Mr Speaker-Elect, I’ve thought over the last three years, just occasionally, a little bit of humour every now and again would help alleviate a bit of the tension. I’ve always found it quite useful, just occasionally. And might I suggest a little bit more of that little cunning smile that you have there would be excellent—just occasionally.
I so welcome your resolve in the work that you’ve undertaken along with other members of Parliament to bring about changes in the Standing Orders. It is, of course, important as a Parliament that the Opposition does its job properly, and it can only do that if you continue the practice that you have shown over the last three years of expecting the Government and the executive to do theirs. Thank you.
Hon JAMES SHAW (Co-Leader—Green): Mr Speaker-Elect, on behalf of Te Pāti Kākāriki o Aotearoa, I also want to add our congratulations and our thanks for your work and your service in the role so far and in the role that you’re going to have for the next three years as well. I would like to also draw attention to the work of the Standing Orders Committee and your commitment to the reform of Parliament to make it more child-friendly, more family-friendly, but also a better functioning democracy. Many of the practices that we have round here err on the archaic and sometimes process gets in the way of good outcome, and I think that in the work that you have led in your commitment to the reform of Parliament over time we will see a better functioning Parliament, able to hold the executive to account more effectively than it has been able to in the past. I’m looking forward to seeing how those rules apply.
In that spirit, if I make a personal plea, if you are looking at further reforms, I wonder if we could take a look at the rule that requires gentlemen to wear ties.
BROOKE VAN VELDEN (Deputy Leader—ACT): Mr Speaker-Elect, I rise on behalf of the ACT Party to congratulate you on your reappointment and election to the role of Speaker of the House. Every Speaker has the opportunity to preside over this evolving institution and see changes to the rules that govern Parliament. Many of the changes I’ve seen to the Standing Orders that have occurred under your watch are welcomed by the ACT Party: for example, changing the timing of Parliament to make it more accommodating for members such as our member for Northland, Mark Cameron, so that he can fly to Auckland, drive three hours, and get home at a reasonable time to milk his cows bright and early in the morning.
The ACT Party caucus find ourselves in Opposition this 53rd Parliament, and our responsibility is to ask the hard questions of this Government to hold them accountable. The role of the Speaker is to ensure the rights and privileges of this House and the freedom of speech of all members for the sake of all New Zealanders. It is this principle that we should seek to uphold—both the Opposition and the Speaker. As democracy wanes around the world, upholding freedom of speech here will lead to greater respect for our institution. I do not envy you in your challenging role, Mr Speaker-Elect, but I offer my congratulations to you again, and I wish you the best. I look forward to working with you. Thank you.
